Recently, in Can Tho City, the Ministry of Industry and Trade held a Conference to implement the Government's Decrees: Decree No. 80/2024/ND-CP, Decree No. 115/2024/ND-CP, Decree No. 135/2024/ND-CP.
Speaking at the opening of the conference, Deputy Minister of Industry and Trade Truong Thanh Hoai emphasized that the issuance of three decrees (Decree No. 80/2024/ND-CP regulating the mechanism for direct electricity purchase and sale between renewable energy power generation units and large electricity users, Decree No. 115/2024/ND-CP detailing a number of articles and measures to implement the Law on Bidding on selecting investors to implement investment projects using land, Decree No. 135/2024/ND-CP regulating mechanisms and policies to encourage the development of self-produced and self-consumed rooftop solar power) is a breakthrough in Vietnam's sustainable energy development policy. At the same time, affirming that the regulations in the decree not only contribute to promoting investment in the renewable energy sector, meeting the increasing demand for green and clean energy, but also are an important tool to realize the goal of energy transition, developing a circular and carbon-neutral economy, while ensuring energy security and sustainable development.

The Deputy Minister said that in the process of researching and developing to promulgate mechanisms and regulations, the Ministry of Industry and Trade and ministries and branches have carefully studied international experience, assessed and analyzed the characteristics and conditions of Vietnam, and consulted with many experts, organizations and agencies at home and abroad; ensuring that it is not only effective and efficient in implementation but also meets the requirements of socio-economic development of the country in general and the demand for green and clean electricity of enterprises in particular.
Delegates attending the conference listened to representatives of specialized units of the Ministry of Industry and Trade disseminate and answer questions about the contents of the 3 decrees, including: general regulations on mechanisms and policies for developing rooftop solar power, regulations on bidding to select investors according to Decree No. 115/2024/ND-CP for energy projects; regulations on direct electricity purchase and sale...
The conference not only guided units to effectively implement the 3 decrees but also provided an opportunity for delegates to frankly exchange, share experiences and contribute ideas to help agencies, organizations and businesses better understand the new regulations, thereby effectively implementing new mechanisms and policies, towards a sustainable energy development future.
